#OwnVoices 1: Ten Years of Video of Firsthand Accounts of Secondhand Trade


For over Ten Years, WR3A has been collecting video interviews, showing firsthand accounts by both the Second-hand tech sector and recycling (scrap) sector in places like Ghana, Senegal, China, Cameroon, Egypt, Peru, Mexico, Indonesia, etc etc.  There is a new hashtag for this. 

#OWNVOICES. It's  about marginalized people telling their own story, especially when it differs from - or opposes - "their" story as told by big money and charity industrial complex "saviors". 

It is Overdue.  Marginalized reuse techs - labelled "collateral damage" (2013) by Jim Puckett of BAN.org - have to to take the mic.


One huge takeaway from author Adam Minter's visit (his 3rd) to Middlebury last week was his ability to transition the story of Secondhand to "OWN VOICES". Google search top result for definition is a good start:



SMOKING GUN: Multiple Reports on Agbogbloshie, Ghana, source pollution!!


"Urban waste pollution in the Korle Lagoon, Accra, Ghana" ("Urban Waste") is an article that appeared in The Environmentalist in November, 2002.  It was written by Markku Kuitunen and Kwasi Owusu Boadi at the University of Finland, following announcement of a major grant (mostly OPEC) to dredge the river and abate annual flooding.

Anyone writing any report on E-Waste Crime in Agbogbloshie is incompetent if they don't do background research.  I don't have time to cite every one of these, but this one has a great bibliography, and is really a "smoking gun" for the Agbogbloshie "E-Waste Hoax", as well as a sobering account of past grants and efforts to "save Accra" from urban pollution.

The pollution and flooding is described as a problem since the early 1970s and 80s, and is attributed to "rapid urbanization" of Accra, Ghana's capital city.
"The Korle Lagoon in Accra, Ghana, has become one of the most polluted water bodies on earth. It is the principal outlet through which all major drainage channels in the city empty their wastes into the sea. Large amounts of untreated industrial waste emptied into surface drains has led to severe pollution in the lagoon and disrupted its natural ecology. The increased levels of industrial activity and consumption by the urban population lead to the generation of copious quantities of waste. Managing the volume of wastes poses a major challenge for the city authorities, particularly, ensuring that all the waste generated is collected for disposal. In Accra, the Waste Management Department is currently capable of collecting only 60 percent of the waste generated daily. The rest is dumped in open spaces, in surface drains, and into water bodies which end up in the Korle Lagoon. High eutrophication levels have developed in the shallow water body. The net effect is that, at the slightest downpour, the lagoon overflows its banks causing regular flooding in parts of the city.
"The Government of Ghana, having realized the adverse impacts of pollution in the lagoon on the physical and economic environment of Accra, with the support of donor agencies, is implementing measures to restore the lagoon to its natural ecology. Attempts are also being made to get the communities in the catchment area to become involved in managing their environment through environmental education and awareness programes."[sic]
The article stresses that problems cited in two previous studies (Biney, 1982 and Mensah, 1976) had continued to increase, and that by the time of the 1976 and 1982 studies, the lagoon was dead.  As Accra (and Lagos, Douala, Nairobi, Kinshasa, etc.) has grown, so has pollution from the waste generated by people who live there.
Before the onset of this severe pollution, and in the early 1950s, the lagoon supported a thriving fishery of both fin and shellfish, which served as a source of employment and income for some people in the nearby shantytown, which incidentally derives its name from the lagoon. However, due to the grossly polluted state of the waters, the lagoon has lost its fishery (Biney and Amuzu, 1995), and it is hard to believe that this black, nauseating muddy water could ever have supported any such life. The Korle Lagoon is the major basin into which the greater proportion of the flood waters of Accra flow before entering the sea (Biney and Amuzu, 1995). The lagoon receives water from a total catchment area of 400 km2.
It receives discharges from three main sources—the Odaw River and two major drains on its eastern and western sections (Fig. 3). These major drains are mostly uncovered and usually collect silt and debris which are transported into the lagoon (Mensah, 1976). Waste discharges, including industrial effluent, are the major sources of pollution. The wastes originate from residential, commercial and recreational areas, offices and institutions, such as hospitals and schools. They include food waste as well as paper, batteries, glass, plastics, textiles, excreta aerosol cans, and much more (Biney, 1982; Mensah, 1976).
So Mike Anane's descriptions of the "E-Waste Tragedy" starting with bad e-waste exports in Europe is late to the game.  Here are descriptions of the dumps upstream of the river, citing reports from Amuzu 1976, Laing 1994, etc.
"The water in the upper part of the lagoon is muddy, and the stench emanating from it is unbearable.  An abundance of saw mill dust from the timber market industrial area is disposed into this part of the lagoon.  Also, the Waste Department's dump which is covered with industrial sawdust, is gradually encroaching into the water body. Sediments in this part of the lagoon trap effluents from upstream.  These include industrial, domestic, and hospital wastes which have further deteriorated the water quality upstream. According to Liang (1994; 141), a survey of manufacturing industries in the Greater Accra Region showed that the metal industry creates 16 percent of the total industrial waste, garment and textiles - 30 percent, chemicals and cosmetics - 20%, electricals and electronics at 1 percent and mineral products at 0.7 percent.  Most of the untreated industrial waste waters are discharged into surface drains which flow into the Odaw River and Korle Lagoon.  Since the upstream part of the lagoon is the usual point of discharge, and the receptor of wastes, it is the most affected." 
So we knew in the 70s, 80s, and 90s that the lagoon was already polluted and dead, and that the source of the pollution was upstream of Agbogbloshie.  And the 2002 study estimates the contribution of electric and electronics as contributing 1%.  I'm not saying that Accra isn't polluted, and I'm not saying that pollution isn't tragic.  But accusing African Techs, Geeks and Nerds, or Dagbani scrappers, of making this mess amounts to not much less than criminal defamation.

So certainly ownership of second hand electronics increased in Ghana homes, certainly teledensity increased, as did pollution, sewage, and people throwing batteries and car stuff in the gutters and river.  But arresting internet cafe owners, TV resellers, cell phone repairers, etc. seems like the most hideous, disgusting, moronic solution to the problem that anyone but a planned obsolescence industry could come up with.

And the Urban Waste Pollution articles bibliography, on page 309, involves numerous water studies of the Odaw River and Ghana pollution.  Not a single one of these, however, is cited in Greenpeace (Poisoning the Poor), Basel Action Network (Digital Dump), or Blacksmith Institute (aka Pure Earth) report with CUNY.

BAN Spins: How the Basel Action Network Saved Africa

This month, the UK is moving to change its laws to stop the export of used televisions.  You know, the used TVs which make up 70% of sales in African markets, which created about 7 million households with TV in Nigeria.  And the CRT computer monitors, which Africans used to set up the internet cafes which led to the Egyptian Spring.

In about 10 days, new regulations will come into force to explain the 2009 arrest of an African, Joe Benson, who sold the TVs before the laws were changed.  You could call it "tying up a loose end".

But there's another loose end to attend to.   Last month, Basel Action Network publicly disavowed the "80% Export" statistic in response to a Bloomberg editorial (Adam Minter).   Also, BAN Executive Director Jim Puckett applauded this UNEP study.


"The majority of refurbished products stem from imports via the ports of Lagos. The interim results from project component 2, the Nigerian e-Waste Country Assessment, show that 70% of all the imported used equipment is functional and is sold to consumers after testing. 70% of the non-functional share can be repaired within the major markets and is also sold to consumers. 9% of the total imports of used equipment is non-repairable and is directly passed on to collectors and recyclers."

Here's another quote from the Nigeria E-Waste Assessment Study:
"Refurbishing of EEE and the sales of used EEE is an important economic sector (e.g. Alaba market in Lagos). It is a well-organized and  a dynamic  sector that holds the potential for further industrial development. Indirectly, the sector has another important economic role, as it supplies low and middle income households with affordable ICT equipment and other EEE. In the view of the sector’s positive socio-economic performance, all policy measures aiming to improve e-waste management in Nigeria should refrain from undifferentiated banning of  second-hand imports and refurbishing activities and strive for a co-operative approach by including the market and sector associations."
Sounds a lot like "Fair Trade Recycling".  So how does BAN balance the UN Study, showing 91% reuse, recommending AGAINST laws like CAER's Green-Thompson bill, with its applause for the crackdown by Interpol and Europe on exporters like "Hurricane" Joseph Benson of BJ Electronics?

First, embrace the study.  Second, take credit.

"I am very satisfied with the quality of the UNEP studies. I know well the authors and have worked with them and discussed findings with them.   These studies were funded due to our film Digital Dump which was shown at the Basel meeting whereafter the EU donated 1 million Euros to assist Africa in solving the e-waste crisis.  
"Nigeria was faced with a very serious abusive importation scene when we first arrived in 2005.  They took the appropriate action and Nigeria is one of the great success stories of addressing the e-waste crisis.  In China it has worsened, in Nigeria, they have really exercised control over the egregious toxic e-waste trade impacting their environment.  "
This is Jim Puckett's spin on the UNEP study, which took 279 sea containers in Nigeria (104 of which came from Joseph Benson's adapted country, the United Kingdom).   The researchers pieced all the TVs out, and found 91% reuse rate.   He tries (in the second quote) to take credit for the turnaround.

In fact, BAN was very, very busy in 2009 and 2010, the period when the 91% reuse was documented in the UNEP study.

Here is a report from the University of Northhampton (UK) which uses BAN as a source, stating only 25% of what Nigerian techs imported could be fixed or reused - complete with photos by master photographer Jim Puckett himself.  What a terrific turnaround it is, from only 25% reuse to 91%.

So fast a "turnaround" that the innocence/improvement happened before the crime!

Here is the infamous 2009 Interpol report, which uses the same (or similar, they never seem to be exactly the same) statistics from BAN's "study" on the percentage of waste in African used electronics exports.  Did Puckett notify Interpol that it was actually much better in 2009?  No.  BAN issued a press release, referring to the Africans as "Organized Crime".  And the source of Interpol's data on the extent of the dumping - MSU - cites who else?  BAN, their report that 80% of exports of CRTs are for primitive recycling.

Deliberate Falsehood About "Ewaste" and Basel

E-Stewards Abandons Morality
Basel Action Network released a newsletter today heralding what they hope is imminent passage of the "Ban Amendment" to the Basel Convention.   At least this DOES acknowledge that the Basel Convention does NOT currently require "tested working" or fully functional, and does allow repair and refurbishment... and therefore they hope to amend it in three years and close those options.

Aside from the acknowledgement of the current legality of these exports under the Basel Convention, what is their case for amending it and banning repair and reuse in the future?

According to BAN E-Stewards, it is because refurbishers (geeks of color) "often produce hazardous waste, which is responsible for inflicting tremendous harm on the citizens and environments in these nations."  It's because reuse and repair poisons people and pollutes the environment.
"Only recyclers meeting the requirements of the e-Stewards Standard are in conformity with the Ban Amendment, which stipulates that no hazardous waste, including e-waste, can be sent from developed to developing countries. This includes untested and/or non-working equipment exported for refurbishment or reuse, some of which is currently allowed under the R2 Standard. Refurbishment often produces hazardous waste, which is responsible for inflicting tremendous harm on the citizens and environments of these nations."
Logically, if it were true that the refurbishing and repair industries "inflict tremendous harm on citizens and the environment", then banning import/export from rich nations is not enough.  They should also be banned from repair and refurbishing of product in their own country.  And in America, reuse and refurbishment should also, logically, be banned.

Show us "tremendous harm" in Indonesia.  Show us the hazardous waste "often" produced by refurbishment.   Show us how the Basel Convention, as passed, needs to be amended due to a single actual case of poison.   There is absolutely not one shred of evidence that one iota of toxic release came from refurbishing, repair, and elective upgrade.   No such factory was found at Guiyu, and no material at Guiyu came from such a factory.  This is why the Convention (the international law currently passed) does indeed allow export for reuse.

Ink Cartridge Re-Use: Light and Heat

Readers know that I was indelibly marked by my experience in Zuhai, Nanhai, and Foshan China a decade ago.  When I came across a neighborhood, several city blocks, where all the printer refurbishers had been shut down, and saw the supressed emotions of the Chinese city official, I went a google-ing to find what had happened.  I found an AGMA press release about a partnership agreement between HP and the Chinese EPA, as well as a long (and misleading) article in China Daily about "poison" ink cartridges.  The AGMA press release disappeared, Orwell-style, when I asked about it.

As if the new inks are healthy, and the fake inks are poison...  The link between counterfeit ink and poison?  E-storks with photos of children, and white juju words like toxin and cancer and e-waste.


What has been poisoned is the well of public opinion on reuse.

The fulcrum between legitimate re-manufacturing of consumables (inks, ribbons, toner cartridges) and counterfeit (back in a fake OEM box) remains the most kinetic place in the debate.   I just discovered a blog by David Connett, editor of The Recycler, a trade magazine for used cartridge remanufacturing.

350 Companies were expected at the 9th ReChina Asia Expo last week in Shanghai.  If it's the 9th show, it means it's been organized since about the same time I became aware of the war on reuse.

The profits on consumables like printer ink are astronomical.  The patent wars and push on patent exhaustion doctrine could have long term and wide ranging effects.

E-Stork II: Where Poisoned e-Waste Babies Come From

The first E-Stork post was a tale of three rivers:  Blackstone, Louhrajang, and Cape Fear.  Each poisoned river was traced upstream;  in each case, a textile mill was found.

When science sends journalists upstream, to witness the cause of pollution,  it's excusable to use a poster child baby in the story.  In the case of the Blackstone River, Saturday Evening Post stories about mill working children brought the pollution of the river into stark, cognitive risk.  Laws corrected the textile mills, and the rivers healed.

China's industrial revolution looks a lot like the Blackstone River Valley in the early 1900s.  Regulations may be ignored, but ignoring regulations is being documented.   This group of professors in China is bringing attention to an unpermitted steel mill (shanghaiscrap.com).  They aren't using baby pictures, but they are generating attention by being viral on the web.

Consensus over regulation begins with facts and science, getting the upstream and downstream on the table.   Annie Leonard is right about demand for "Stuff" driving competition to cut corners.   But the WSJ is also right, that cheaper goods benefit the poorest people (both in manufacturing and consumption).  It's easy for the rich to assert that Cheap is Bad.   If it helps you sleep at night to wear certified organic wool, good for you.

EPA took an important step in 2008 to try to bring groups to the table to air out such a compromise, in what eventually was labelled R2 or Responsible Recycler certification.

E-Stork I: Where Poisoned e-Waste Babies Come From

Part I:   Just returned from a Middlebury College Environmental Studies Event... Zbignew Brzinski headlined a presentation on Fresh Water Shortages in China; Christine E. Boyle, a Fulbright Scholar from NC, presented on China's water policy.

China needs to get very serious about water.  The easiest way to conserve water is to charge what it costs to consume - or costs to DESPOIL it.  Whether to tax water at industry or to tax it at households...

Clean water policy has an important history in the USA.  The Blackstone River laws passed in Massachusetts in 1912 were a turning point for the industrial revolution.  The Clean Water Act of 1972 became important to the recycling industy, because it gave more value to recycled office paper  - because it was pre-bleached.  When the mills had to pay more to bleach fibers, office paper became more valuable.

E-Waste Watchdogs say a significant source of Chinese water pollution comes from primitive computer recycling.  At least, that's what we are told despoiled the river in Guiyu.  The allegation that most of that dumping came from imports from the USA has been largely discredited - Beijing alone generates 8 million pieces of "ewaste" per year, according to China Daily.

Irregardless whether the junk computers in Guiyu come from Chinese collectors, or from American non-e-steward recycling companies, polluting fresh water is unsustainable. As a former environmental regulator, I know there is one important step in investigating river pollution.

Arsenic in a water sample... it's normal to look upstream.

When high levels of arsenic were found in the West Bengal rivers in India and Bangladesh, it became one of the most researched rivers in the world.  The Louhajang River was  investigated upstream.   They found this textile manufacturing center was dumping dye, flame retardant, and bleach straight into the bloody river.

My Blog has Disappeared from Google.


At least, I'm at page 25 of google search for "e-waste", and no sign of the blog.  It was page 1 six months ago.  Who killed it?  I noticed a massive fall-off of pageviews back in May or June.  I attributed it to a strong April, but it never resurfaced.


I've done nothing ornery.  If anything, I vastly reduced use of video and photos from online sources.


Has my writing suffered?   Or is there a third party interference?  (See the blog on "comments").   I  am sure Google is working on this and is finding who torpedoed the blog.  Here you go:  I'm typing in "John Shegarian" simply to increase google search hits, not because he has anything to do with it, he just searches his name a lot, I've been told.  If the rank doesn't go up, it's gotta be conspiracy, baby.


First:   A Blog Self-Audit.   I've been reviewing my posts from the last few months, by readership and content.  Do not blame conspiracies without first checking the most obvious source:  bad content.

The destruction of the Indonesian and Malaysian display device refurbishing market was possibly the most important E-Scrap story of the past decade, and I've tried to give voice to it.  The people who lost their jobs, the environmentalists engaging in "friendly fire", the environmental consequences...  Mainstream press (Motherboard, Scrap, Recycling International, 3Sat.de) picked it up, but it has been nowhere as successful as the story in CBS 60 Minutes, which conjoined the same refurbishing factories with unrelated wire burning operations in Guiyu, China.  But did I write about it too often, and cause pagerank to decline?

Rat on a train ditch.  Caught on a limb.  YOU know better - but I know HIM.

Bait and Switch: Gag Video Issue

File under Bandwidth, Blogrank, and Rank-poison...

Video, like "widget fever", reduces blog readership.  I noticed last year that putting new "widgets" onto the blog reduced views.  That, I believe, is a bandwidth issue.  Since a small but important part of the readership is coming from Africa, I think the widgets and video additions are slowing the page load.

I've enjoyed reading and writing posts with video and music embedded.  Like the one at bottom... hilarious "switch gag" video.  But the post it had been embedded in was one of the most important I wrote that quarter.  I was looking for a reference, and found that the post was 25% lower in readership, despite being important.  So I had to switch out the video to improve the pagerank / SEO of the profound-er post.

Speaking of SEO and tricks...  Someone is posting "spam" comments which have links to google-statistic red flag targets.  That link, even in the comments field, might reduce google page rank to this blog.  I've chosen to leave some up, because Google is aware of this use of comments to link to negative-page-link farms.    I'm taking the chance that loss of page rank is worth preserving the evidence of the activity.  Google is aware that comments to blogs can trigger the "nofollow" algorithm.   The people leaving the "punish host" comments are trying to say very bland things so that they cannot be tracked.

The "red flags" are innocuous approvable comments, with a link back to a site with zero (google-nuked) pagerank.  Not just to low ranking, but to one already tagged as pagerank poison.

"Interesting site.  Your blog is thoughtful.  I will watch this important issue"

Anti-Robot Ideas (software)

(11-24-2007)  You know those "zombie" programs that send spam from unsuspecting computer owners machines? Why doesn't someone design an anti-spam robot, which would auto-click or auto-respond to all the spam, with false credit card numbers, false orders, false sales?

Another idea for privacy advocates, rather than try to "mask" or "delete" website info from our PCs, why don't we do what nature does... Not invisibility, but "camouflage". A "cookie camouflage" program would install cookies and html records from everywhere. It would indicate we all buy tobacco online, we all drink, are all shopping for a new car, we all visit porn sites, we all do everything any privacy harvesting program would look for. If enough people ran the "cookie camouflage" program, the data would become useless.

I came up with these 2 ideas about 8 or 9 years ago, in Boston, and thought someone smarter than me would have done them by now. Maybe it's a dumb idea and I am not smart enough to understand why. Would not be the first time.

[ This topic was updated in 2010.  5 or 6 months after this post, CNET covered  a program to do just what is described - Antiphorm.   In 2011, I've scoured the internet (well, 2-3 google pages worth) and have not been able to find the program.   It's like Jason Bourne.  We'll see if the CNET article disappears, and then if I disappear.  Actually, Jason Bourne was all about covering his tracks, not re-crossing his tracks to make duplicates.  Why internet privacy is so centered on erasing rather than "poisoning the well" with false leads?  Sometimes, I think that the threat to law enforcement, Google ads, Bing, and the Chinese Communist Party make it too costly to pursue.  Sometimes, I think we just don't care as much about our web privacy as we think we do.  If anyone can find a place to download antiphorm or similar "cookie camouflage" program, please post it here.  Postscript 9-21-2011 ]
