Alexis de Tocqueville, Democracy in America v. Planned Obsolescence

Since I often have to hunt this down, here is copied the best Defense against accusations of "Planned Obsolescence". Alexis de Tocqueville's Democracy In America, Volume 2, Chapter 8.

Note that it has nothing at all to do with piracy, counterfeit, gray market.

When a company correctly estimates that too much 'value', too much repairability, is being given to the market, and 'downsizes quality', that may actually be good for the environment.

What's the value added of an apparently contemplative tweet?

Does it persuade anyone?  My latest theory is that 100% of what we publish will be analyzed by artificial intelligence (either supercomputer or a genetically modified giant human brain) in 50-100 years, and that every single tweet and blog will be filtered through a consciousness we can't imagine. More on that below.

In the wee hours of the morning, I lay thinking about other people, and how they became a part of me. How I learned from people's personalities, kind of like you learn words or vocabulary, or a foreign language, by listening to others.  Focusing on them.  Getting what they want us to get out of what they are saying, what they value.

Value Added By Reuse, Repair, Recycling and Mining

My epiphany came sometime between my experience in Cameroon Peace Corps, my ~5 year term as a truck driver / consultant at Earthworm Recycling, and my MBA at Boston University.

VALUE ADDED

I realized that the recycling I was dedicated to was preserving value once added to rocks by mining and smelting them, value added to trees by cutting and cutting the bark off and bleaching them to fiber.  I realized that the Africans I met who were fixing stuff discarded by others were, with their intellects, capturing added value.  I realized my grandfather in the Ozarks was preserving otherwise depreciating added value by fixing expensive stuff like car engines rather than discarding them.   I realized the "Hillbilly Highway" between poor places and rich cities was a two-way street, with value of labor flowing out and value of devices flowing in.

Geographical relocation of devices has to do with the value of the "value added".  In America, I could save $100 by keeping my smart phone or my CRT display just a year longer.  But at a certain point, $100 isn't worth the deferred satisfaction.  That economy is a privilege, which may be earned or may be inherited.

Someone in a poor country may not have that privilege.

The $100 I forgo is 5% of total annual household income for 3 billion people.

Now, the shredding pretty much ruins the plastic.  When the prices of metal is high, that's more than worth the cost of manual disassembly.  When the price of metals falls (as is the case the past 18 months), the value of the plastics becomes relatively important, and the price of labor to hand dismantle the devices becomes more salient.

Liability takes away from added value.  So NGOs are funded by industries that provide less Value Added in order to impugn reuse or recycling industries which have an advantage in adding value.  Effectively, the value of your "stuff" depreciates faster when it crosses a national border.

Small Northeast State Solves E-Waste Recycling Glut Profitably, with New Validation Procedures

[Middlebury, VT  April 1 2014]  It turns out there are two ways to solve the E-Waste Recycling Crisis.    In a stunning turn of developments, Vermont has validated a brand new way to recycle CRTs.


1.  Charge manufacturers more (42 cents per pound rather than 28)
2.  Demand less (allow land application)
3.  Profit!

Suppose there are two ways to do something.  One way takes a lot of labor hours, and then costs a lot to transport and treat the material.   The other way takes fewer hours of labor, but creates a mixed mess that is even more extremely expensive to transport and treat the material.  Normally, this is called "getting what you paid for".

But with an online thesaurus tool, Vermont "recyclers" are now "solving" this "e-waste" "problem".

"We were as stumped as the next state with the need to change our award winning state recycling program," said Vermont ANR Commissioner David Mears.   "But we made lemonade."

John Obfusca of Cali Waste Systems described the new development.  "One of our guys, at the end of the shift, just goes 'Hey, what if we just don't recycle it, but we call it something kinda alternativey?'  It turns out, you just have to name the process right to get it approved."

Diverting waste from a landfill into another landfill?  Land cover that fits the defination (per RFP) of "no land application"?   There's an app for that.

My Life In Footnotes: Value Added Recycling Jobs '92

"Value Added by Recycling Industries in Massachusetts" was an article I published in July 1992, in my first few months of my appointment as "Recycling Director" at Massachusetts DEP.  Footnotes to the report live on, and I feel sure I must have a hard copy somewhere, but I cannot find it online any longer.

Drive around the parking lots of your competitors.

Count the cars.

Use the cars to estimate the number of employees.

Some staff may be absent, some may have carpooled, some processors may be more efficient than others. But generally, if you circle 100 paper recyclers parking lots, the ones with just a few cars are less likely to be baling the same amount of material.  The larger ones will actually bale more per employee or more per car perhaps (due to larger, higher efficiency balers), and the smaller ones may employ more people per ton.  But you have a point of reference.

This is what I took away from my time in Peace Corps.  The defamation of 1.8M people is way off base, and the fact it is primarily coming from non-profits in Seattle should be a big wake up call to liberals.

Facts And Strategy in Recycling Business: Part 1

Time to share some experiences about the export market and used electronics.  I've now spent more than a decade building the Fair Trade Recycling aspect of the business, and growing my companies (American Retroworks, Retroworks de Mexico, and Good Point Recycling) to be healthy and fully functional.  There is not as much strategy and trade secret to the business.

In this Part I, we can see how electronics recycling is basically just like curbside recycling.  There are three key differences which we will explore in Part II.   Part I starts with simple and factual observations about the recycling business, and then wades into how government can or should involve itself in regulating that "waste" or "raw materials" business.

1.0  Similarities between E-Scrap and Consumer Recyclables:  

Like curbside recycling, the revenue comes from different grades of raw material which must be separated, graded, and cleaned to replace virgin raw material from feldspar mining (glass), smelting (metals), forestry (fibers), and refining (polymers).  Each of these products can be sold, at some stage, for cash, but they have drastically different values, grading, and transport requirements.

1.1  Commodity Value:  Glass is a bane for both curbside and e-scrap recycling, in that it's heavy, easily contaminated, distances to furnaces are enormous, virgin production is fairly simple and raw material - igneous, metamorphic, and sedimentary rocks all have abundant silica for feldspar mining.  Metals are easy to manage (magnets and eddy currents) and easy to sell, and the pollution from metal mining and smelting is colliding worldwide with growing population.  More people, with more money, want more things made of metal, and no one wants the smelters to impact their property values through pollution.  Even in China and India, the incomes and expectations have grown to where people are less and less tolerant of a lead-zinc smelter which spills noxious toxins into the rivers and water supplies.   Fiber is much more or a part of the curbside business, but the difference isn't as great as you'd assume when you look at the declining tonnage of newspapers and the huge volume of wood from console televisions, speakers and stereos which our plants manage.

1.2  Labor:  If all of the materials in a computer, tablet, TV or printer were pre-disassembled, you could run them down the exact same Mayfran sorting belt that you run curbside recyclables through.  Magnets and eddy currents can grab the steel and aluminum, blowers could separate the lighter plastics, shaker trays could get the small light pieces into a different direction than the big pieces.  But in every Materials Recycling Facility (or Material Recovery Facility*), labor is high.  You need humans to pick out and grade different raw materials.   You can add two people and further grade (glossy magazines from newspaper, for example) or one person and send the bales to a paper mill with easier tolerances.   But each laborer adds value.  The problem is when the value added by labor (e.g. sorting plastics by resin, paper by ink and clay content, green from clear and brown glass) produces less than minimum wage.   If you pay a woman $8 per hour to separate two tons of material and only make an additional $5 on the sorted material, you cannot afford her.  This labor-to-value dynamic is just as important in E-Scrap recycling as it is in collection.

1.3  Collection:  The distance between residents in a city and a countryside is a part of the cost of both recycling and waste collection.  The economics and competition between waste and recycling collide.   Since you cannot affordably recycle road kill, dirty sponges, spoiled food, wet tissue, many high heeled shoes and chicken skin (sorry Zero Wasters), you are committed to running the Waste truck.  If you don't, ask Naples Italy and Seattle Washington (recent Waste Management strike) what happens to property values and pest control.  The recycling truck is therefore an "also ran", and has to collect material valuable enough to offset the convenience of running a single waste truck to a single landfill or incinerator.

Fortunately, despite know-it-alls like Penn and Teller saying otherwise, this works for a couple of reasons.  First, like a subway, you don't have to prove that the subway is faster than the cars on the commute.  Going to work by car may be faster, but if you eliminate the subway the people are all in cars and it's no longer faster.  Similarly, if you try shutting down recycling, you find that avoided disposal costs are more than the per ton at the landfill.  When you add the "value added" from income of sale of the commodities, you find a lot of multipliers and higher employment - not just at the sorting line but at the paper mills and refiners as well.

1.4   Markets:   There are "niches" in collection besides rural (high mileage costs) and urban.   Some recovered materials - especially glass (and especially especially CRT glass) have a small number of buyers around the world and face huge transport costs after collection.  This transport cost affects labor - you may decide to pay someone to sort plastic by color because the transport distance to a mixed-color market is higher.

1.5  Government involvement:  Both electronics recycling and curbside recycling involve government, through procurement law (government contracting), labor law, environmental law, transport law, etc.  Every time there is a real problem with waste management - a recycling fire, an abandoned speculatively accumulated pile, a fraud, illegal dumping, alleged malfeasance (usually a claim by a competitor with a different or better process) - we pay for a regulator to enforce rules and public contracts.   Recycling businesses must know the laws (ignorance is no excuse), but also anticipate how regulators are interpreting the laws.

Memorial Day: Fear and Greed, Part 2

EPA tried to simplify things a few decades ago with a "Solid Waste Hierarchy".  The first was "recycle, then incinerate, then landfill".   That drew an environmentalist backlash, and the "new hierarchy" in 1990 Earth Day was "Reduce, Reuse, Recycle".  Neither hierarchy anticipated the international trade issues and controversies.

Reuse and repair beats recycling.  Ghettos and barrios are the best places for that work... Just as auto and engine repair is no longer done in Manhattan.  But that collides with a social fairness "tab" we have open, and in the late 1990s "Environmental Justice" became EPA's forray into social issues.

The United States Environmental Protection Agency defines EJ as follows:
Environmental Justice is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. EPA has this goal for all communities and persons across this Nation [sic]. It will be achieved when everyone enjoys the same degree of protection from environmental and health hazards and equal access to the decision-making process to have a healthy environment in which to live, learn, and work.[5]
In other words, this environmental outcome concerned the human perception of environmental risk... people who were poor had the same vote on EPA attention as the rich people.  A clean and safe environment was seen as a human right, a protection of people.

The attention of government regulatory staff was to be divided equally, to protect us all.  This shifted the radius or loci of EPA from protecting high property values to protecting humans equally.

In this paradigm, the value of protecting the environment is utilitarian.  How many people are in contact with the environment being protected?

This is not a song for the woods, or rain forests.  It's only the giving that makes you what you are.

Fair Trade Recycling: Networks of Tinkerers

I have a lot of deadlines pressing, and a lot of 80% finished stuff in the DRAFTS folder, so I'll be spending less time in the next week competing for the latest and most cutting edge developments on electronics scrap export policy, surplus property policy, e-waste, digital divide, and Fair Trade Recycling.  We do have a big WR3A Announcement coming down the pike in the next 2 weeks, so stay tuned.

Meanwhile, we try to be a resource for university and college students who are studying the past and present about trade in "e-waste" and surplus property.  We have an exciting new Master's Thesis student here in Middlebury for 6 months, who traveled from Paul Cezanne University in France just to study "E-Waste" with WR3A.

Many of these students come from other nations, and it's obvious to many of them that transfer of surplus technology is a transfer of wealth.  We never seem to see that simple idea in any UN, EU, or even EPA documentation.  It's as if our culture has become so obsessive-compulsive about food spoilage in the refrigerators that we are banning sale of food to starving nations unless we have proof it won't spoil.  If you give food to a starving child, you better have done your paperwork.


The "hyperbole of harm" accusations by groups like Basel Action Network have made donations and trade almost "radioactive" for donors.  Who is hurt?  Poor people, democracy, and the environment.  

My "hypothesis" that "tinkering" (see Japan, a Network of Tinkerers, Y. Takahashi, 2000) is the opposite of the "resource curse", that repair and refurbishing (or "Yankee Ingenuity") is a form of "value added" which has been critical to the most successful international development stories... it can probably be documented here in the USA when Yankees bought manufacturing practices and "surplus from upgrades" from England (c.f. Benjamin Franklin autobiography, on printing technology).


So again for the academics, here is some light reading about how Japan went from resource-starved and military complex into becoming the kingpin for technology two decades later.  This is happening in real time in India, Indonesia, and China - just to  name three of the five largest countries in the world, two of them the top Muslim population and largest democracies.

3 Recycling Films: "Where" is E-waste Exploitation?

I'm postponing a post I'm writing about my ten year anniversary at Good Point (in January 2002 I bought my first asset, a used truck), to say a bit more about the Scrap Boys Ghana Agbogbloshie film reposted yesterday.


Dr. Josh Lepawsky of Memorial University in Newfoundland sent me this link to film of recycling in Detroit.  It appears in NY Times as a short, "Dismantling Detroit", and the young men interviewed serve as kind of a comparison to the "Scrap Boys" in Agbogbloshie.


Josh and his grad student Chris McNabb came down to visit our "fair trade recycling" pilot recycling plant in Mexico two weeks ago (Third Video:  PBS on Las Chicas Bravas at Retroworks de Mexico).  Josh has written about the theory he's studying, The Pollution Haven Hypothesis, which is that avoided disposal costs explain geographic displacement of PCs. 


The cost of disposing the junk (or surplus) product here in the OECD represents a value that could partially offset the cost of geographic displacement.  The environmental and social benefit of OECD's higher standards may be assumed lost, or be a cost to the recipient.   But what was good about the item, which caused African entrepreneurs to pay for its relocation?  Is this also about externalizing value, or only costs?



  • What's the cost (or value) of properly recycling it in the new location?
  • What's the retained value after pollution haven is debited... i.e. what is the raw material and reuse haven value?
The "value" of a labor hour in Ghana - about $1.68 - alone creates an economic disincentive to do the work for USA minimum wage.  But accounting for all the "unfair" and "pollution haven" values, are we left with a symptom or a cause?  What is the value added?  Where's the baby, and who is holding the bathwater?

Below I make my case for the "Reuse Haven" hypothesis.   Both depressing films focus on symptoms.   If we stop world trade, will we make the symptoms go away?  What other effects would that cause?  Can the third film - on Retroworks de Mexico - offer a compromise?
